ZAMBIA does not allow the export of copper concentrates and it would only do so in rare circumstances such as the country running out smelting capacity and such an export has to be sanctioned by the Ministry of Mines and Minerals Development along with the Ministry of Finance and National Planning, Paul Kabuswe has said.
