THE National Institute for Public Administration (NIPA) will in January 2024 commence the revival of civil service training courses and programmes in various fields of study in an effort to promote professionalism in the civil service.

NIPA executive director, Professor Royson Mukwena said the institution in July 2023 received official communication from Cabinet office regarding the revival of civil service training courses and programmes which would see the promotion of ethical and professional performance in the civil service.
Prof. Mukwena said the decision to revive civil service training was in alignment with the new dawn government’s commitment to strengthen public service performance management systems, promote effective leadership, professionalism, meritocracy, performance, and accountability among public servants and institutions.
He said this at a Media breakfast for the NIPA’s Diamond Jubilee, celebrating 60 years of excellence in the provision of training, research, and consultancy to both the public and private sectors.
The NIPA Diamond Jubilee was held under the theme: “NIPA at 60, looking ahead to a new era of excellence in the provision of mandatory public and civil service training and certification.”
Prof. Mukwena said government was actively implementing comprehensive reforms and initiatives aimed at achieving efficiency, effectiveness, and cost savings in public expenditure.
He said the reforms included fiscal decentralization, sector devolution, public financial management reforms, and e-government initiatives.
“In light of these reforms and the government’s focus on improving public service delivery, nipa is preparing to develop and deliver the necessary training programmes, assessment methods, and certifications,” Prof Mukwena said.
And NIPA Registrar Nasilele Nasilele said the school firmly believes that establishing ethical standards and building a competent public service were the essential pillars of sustainable development.
He said the aim was to continually enhance the training and certification programmes, ensuring that they remain relevant, practical, and impactful.
“In this journey, we recognize the indispensable role played by the media as our partners in disseminating information, advocating for excellence, and inspiring positive change,” he said.
