CHILUBI Member of Parliament Mulenga Fube has challenged government to disclose the legal framework under which the Zambian National Service (ZNS) has been given the mandate to run the US$15 billion copper smelter to be constructed in North-Western Province.

Mr. Fube said in an interview that although ZNS has been venturing into many economic activities, it was another issue to jump on copper mining, which was an economic backbone of the country without any legal framework.
Mr Fube said the capabilities of ZNS in running a smelter could not be doubted but that government needed to disclose the framework under which the service would embark on the mining sector.
The law maker said for the copper smelter to be constructed will not add any value to economic development of Zambia as no value addition to the mineral will be done at the smelter.
Mr. Fube explained that the industry will not create copper cables or add any value to the copper that Zambia has already smelted.
He added that adding value to copper within the country will create employment for Zambians and bolster economic growth.
