THE failure by Minister of Finance and National Planning, Situmbeko Musokotwane to prepare and submit to the Auditor General the 2022 financial report within three months after the end of the financial year is a breach and violation of the Constitution, Mutotwe Kafwaya told Parliament yesterday.
