SIX Ministry of Health officials have been arrested and charged by Anti-Corruption Commission (ACC) for allegedly having failed to comply with applicable procedure and regulations when awarding a tender to Honeybee Pharmacy to supply and deliver health centre kits.
According to ACC spokesperson , Queen Chibwe, the six officials were jointly arrested and charged yesterday for willful failure to comply with applicable law and procedure when awarding a tender.
“The ACC has arrested and charged six Ministry of Health officials with willful failure to Comply with Applicable Law and Procedure contrary to Section 34 sub section (2) (b) of the Anti-Corruption Act No. 3 of 2012,” Ms Chibwe said.
She named the suspects as Wilson Lungu aged 37 of Chalala, a chief purchasing and supplying officer, Dr. Daniel Makawa aged 45 of Chongwe, a senior registrar –surgery and Obert Hachizobe, 37, of Garden House area, an accountant
Others are Emmanuel Mubanga, 51, of Ibex Hill, a pharmacist and Abel Livingi, 36, a procurement officer of Lilayi area, have each been charged with one count of willful failure to comply with applicable law and procedure.
Meanwhile, Ms Chibwe said Mr Boyd Mwanashimbala aged 50, a pharmacist of Makeni area had been charged with two counts of willful failure to comply with applicable law and procedure.
She explained that the suspects between July 1 and December 31, 2019 whilst acting together failed to comply with applicable procedure and regulations when awarding a contract to Honeybee to supply 22,500 health centre kits to the Ministry of Health.
“Details are that on dates unknown but between July 1, 2019 and December 31, 2019 the above officials jointly and whilst acting together failed to comply with applicable procedure and regulations relating to the evaluation of tender number MoH/SC/032/19 to supply and deliver health centre kits, a tender in which Honeybee Pharmacy was awarded a contract to supply 22,500 health centre kits,” he explained.
She said the six officials had since been released on bond and would appear in Court on December 21, this year.
