By NATION REPORTER FIRST Deputy Speaker Malungo Chisangano yesterday expressed ignorance about a point of precedence in Parliament after Mutotwe Kafwaya, the Patriotic Front (PF) Member of Parliament questioned why public institutions in Kabwe were yesterday closed to allow students and pupils attend President Hakainde Hichilema public rally. Ms Chisangano said what existed in Parliament was a “Point of Order,” and thereby what Mr Kafwaya had raised did not affect the business in Parliament and consequently dismissed his point. “I have never come across a point of precedence.
