By GRACE CHAILE ATTORNEY General Mulilo Kabesha has argued that the transaction transferring 51 percent shares in Mopani Mines to Delta Mining Limited, a subsidiary of International Resources Holdings (IRH), did not require parliamentary approval. According to Mr Kabesha, the nature of the transaction fell outside the scope of Article 210 of the constitution, which mandates parliamentary oversight for the sale, transfer, or disposal of major state assets.
