FINANCE and National planning Minister Situmbeko Musokotwane says the Constituency Development Fund (CDF) guidelines will be simplified to allow Constituencies to make decisions with minimum approvals from Lusaka.Dr. Musokotwane says the guidelines will be simplified to enhance utilisation of the fund especially in rural Constituencies.He said the system would be reengineered to ensure that Communities were given an opportunity to effectively utilise the CDF.And Dr. Musokotwane said management of the fund had been centralised in Lusaka and Government had not paid attention to rural areas over the years. He said the centralization of decision making had caused a situation where children in rural areas were still sitting on the floor when learning and people lacking basic services like clean drinking water and access to health care. Dr. Musokotwane said the CDF was therefore meant to address poverty in the rural areas.Dr. Musokotwane said this during ZNBC’s Sunday Interview. – ZNBC
