‘REMOVAL OF FIRED PERMSECS AND DCS FROM PAYROLL ILLEGAL’By OLIVER SAMBOKOCHILUBI Member of Parliament, Mulenga Fube says the new dawn government has breached the constitution by removing from payroll the recently fired Permanent Secretaries and District Commissioners before they are paid their benefits.He said the removal of district commissioners and permanent secretaries from government payroll is contrary to the constitution.Speaking in Parliament when he rose on a matter of urgent importance, Mr Fube accused the government of breaching article 189 of the constitution.He said the constitution provides that a person’s benefit shall be paid promptly and regularly.He said the President swore to protect the constitution and therefore should ensure that the affected former PSs and DCs are protected from any constitutional breach.Mr Fube also said the same constitution states that if the person’s pension benefits are not paid, that person shall stop working but the person’s name shall be maintained on the payroll until the pension benefits […]
