Those who had houses it was in slums like Misisi,Kanyama Chaisa etc in Lusaka. Most civil servants lived in rented houses from the Council in areas like Libala, Matero, Chilenje etc. These people believed that towns and cities were for those in formal employment. After retirement they “went back” to the land as was the philosophy of the UNIP regime under socialist state and humanism.
