By SHARON ZULU A MEMBER of the United National Independence Party (UNIP) central committee, Mr Andrew Mwiima has cautioned Government from using public resources during the Petauke and Pambashe by-elections. Mr Mwiima says the opposition will not allow the use of public resources because it disadvantages other political parties participating in the elections. He says it is imperative that the by-elections are free and fair.
