By BARNABAS ZULU BINWELL Mpundu has accused Inspector General of Police, Graphael Musamba, of creating a biased police system where members of the United Party for National Development (UPND) are immune from arrest and prosecution, while those from the opposition have become targets of police harassment and brutality.
