By GRACE CHAILE A STATE witness, Detective Chief Inspector Daniel Mbewe has testified that calling President Hakainde Hichilema “ignorant of a fact” constitutes hate speech. The case involves Raphael Nakacinda, who is charged with one count of hate speech for allegedly uttering words that expressed hatred, ridicule, or contempt against the Tonga-speaking people of Bweengwa in Southern Province.
