SPEAKER of the National Assembly Nelly Mutti may have breached the Parliamentary Standing Orders by constituting a Parliamentary Select Committee to investigate the absence of Nickson Chilangwa from attending the sittings in the House when there is a procedural and substantive committee mandated for such functions, the Patriotic Front has said.
