Bernadette Deka-Zulu (PhD Researcher-Public Enterprise)THE Zambian government began reforming its telecommunications sector in the late 1990s, with the liberalisation of the telephone market and other policy reforms. Zamtel, a state-owned company, has dominated the telecom sector since then and has taken many steps to improve its services. With help from the World Bank, it began a process of reform in 2007 to enhance competition and improve efficiency. The Zambia Information & Communication Technology Authority was also established to regulate the sector and ensure transparency.Mobile Network Operators (MNOs) are telecommunications service providers that provide wireless services to subscribers. MNOs own and operate their networks and are responsible for their spectrum licences. They also enter into interconnection agreements with other MNOs to exchange traffic.Zamtel is the oldest and largest operator in the country, with over 2.5 million subscribers.
