By JOHN KOMBEThe People’s Alliance for Change (PAC) has accused the New Dawn government of lacking internal locus of control resulting in reactive decisions.In an interview, PAC president, Andyford Banda observed that the UPND led government had in its first 100 days failed to demonstrate that it had the capacity to implement its policies. He said that most of the actions that it had taken were as a result of external pressure.He pointed out that the UPND government had lamentably failed to stick to its strategies because it lacked the capacity to be consistent and trustworthy. He wondered why a party in government would fail to effectively implement its own manifesto.
