By MUKWIMA CHILALAPRESIDENT Hakainde Hichilema has called on judges to start visiting prisons and Police Cells to see for themselves how congested the facilities are.The President said this when he swore in High Court Judge Annie Sitali, Lands Commissioner Lyn Habanji and some Permanent Secretaries at State House yesterday.President Hichilema has expressed concern at the Judiciary’s prolonging of cases through adjournment as it was congesting prisons and police cells.The Head of state stressed the need for the Judiciary to dispense justice quickly and for the judges to underscore the importance of accountability.And President Hichilema has cautioned the newly sworn in Permanent Secretaries to be transparent in their handling of public resources and expenditure control.The President disclosed that previous Permanent secretaries were reckless in their expenditure control in which they were signing for things that were never delivered.He swore in 18 permanent secretaries.
