North Western commissioner of police Auxensio Daka identified the suspect as Felix Kuwema, 29, of Mudanyama ward. Mr Daka explained that Kuwema on 31 May during the 2016 general elections nominations submitted a copy of a Grade 12 certificate to the returning officer, Ilsah Mayeba, which he had tempered with.
