Dr. Kalumba said no civil servant in the area should refuse to be moved from one place to the other because their duty was to provide service to the people regardless of where they were going to work from. He said that workers’ performances could only be improved if they were given an opportunity to take on new challenges in different departments, away from what they were used to doing in positions where they had been for a long time.
