The university is expected to be constructed in Mansa district, about 10 kilometers from the town centre. Speaking when he addressed the locals during his recent visit to Mansa district, President Edgar Lungu expressed unhappiness over the delayed construction of the university. President Lungu said the project had taken too long to be actualised and that the people of Luapula were now running out of patience. He blamed Members of Parliament from from the region for their lack of commitment towards the project. “I have appointed a good number of Cabinet ministers from here but I don’t know what they are doing.
