As the Council Chairman James Simaata was about to pick his food, DC Kanyama swung into action and ordered the people who were serving food to halt dishing out because according to him other more important dignitaries had not yet picked their share. This left people surprised and annoyed Mr Simaata who confronted the DC to inquire why he was behaving in that manner.
