The intention may be sound but the implementation leaves much to be desired because the announcement was couched in terms which imposed rather than appealed to the people who may need the service. First and foremost it must be clear that of all diseases there is stigma attached to HIV which must be dealt with before any other steps are taken to treat it as any other casual diseases such as malaria. Nobody minds to be found with malaria because it is a disease that can be treated totally. This is not the case with HIV which remains in the body for the duration of life.
