SOUTHERN Province Minister Edify Hamukale is worried at the frequent mass transfers of key personnel in local authorities. Dr Hamukale noted that the trend was impacting negatively on the implementation of development plans in districts across the province.He was speaking during the Virtual Provincial Development Coordinating Committee Meeting (PDCC) in Choma yesterday. Dr Hamukale said senior planners who were charged with project implementation in districts were regularly being transferred within months of being posted, thereby affecting project implementation.The minister observed that frequent mass transfers were counter-productive as officers were being moved out of their stations even before they could settle.He said development partners had raised this concern as they were finding difficulties in initiating and implementing development projects and activities with new staff all the time.
