By JACKSON MAPAPAYIGOVERNMENT will not embark on the construction of a university in North-Western Province due to financial constraints, Higher Education Permanent Secretary Kayula Siame has said.Ms Siame said in Solwezi that Government would first of all complete projects that were at over 80 percent completion.She was speaking when she paid a courtesy call on her North-Western Province counterpart, Willies Mangimela.“Plans are there to put up a university in the province, but for now, what we want is to first complete all those projects that are at over 80 percent.
