THE Zambia Civil Aviation Authority (CAA) has gone digital and is in the process of operationalising the International Civil Aviation Organisation (ICAO) Standards and Recommended Practices (SARPs) Implementation Management System (SMIS) and Safety Oversight Management System (SOMS which was offered by the Ministry of Lands,Infrastructure and Transport of South Korea in Lusaka.

This came to light during the SARPS (SMIS) and SOMS Industry stakeholders’ workshop which was held in Lusaka recently.
Speaking during the stakeholders meeting, CAA acting Director General Nathan Kaluba said this is in line with the government’s aspirations for institutions to transition to digitalization which will in turn improve the efficiency and effectiveness of management safety in Civil Aviation.
“The CAA has taken a step to demonstrate the desired transition to digitalization of Civil Aviation Activities.
This aligns with President Hakainde Hichilema’s aspirations of promoting the adoption and uptake of Information Communication Technology in all public bodies. The ICAO Standards and Recommended Practices (SARPs) Implementation Management System (SMIS) and Safety Oversight Management System (SOMS) therefore comes at the right time and will improve the efficiency and effectiveness of management safety in Civil Aviation”, he said.
Mr Kaluba said SMIS and SOMS will assist the CAA to provide increased efficiency and effectiveness in complying with ICAO SARPs and as well as in the preparation for the ICAO Universal Safety Oversight Audit Program-Continuous Monitoring Approach (USOAP-CMA) audit that is slated for August to September 2024.
“The SMIS and SOMS are therefore a great assistance to CAAs as they provide increased efficiency and effectiveness to assist in complying with ICAO SARPs and conducting safety oversight activities, and monitoring continuity, as well as in the preparation for the Universal Safety Oversight Audit Program – Continuous Monitoring Approach (USOAP-CMA),”he said.
Mr Kaluba has expressed confidence that the just ended workshop would spur the digital interaction between the CAA service providers and result in efficiency in the conduct of safety oversight and effective management of safety.
