FORMER Anti-Corruption Commission (ACC) board member Dr. O’Brien Kaaba has accused the United Party for National Development (UPND) of attempting to resurrect Bill 10, a controversial constitutional amendment bill that was rejected by Zambians.
Dr. Kaaba’s comments come amid the government’s recent announcement of a constitution-making process. However, the details surrounding this process remain unclear, and no formal bill has been made public yet.
