THE civil service is the heart and engine of government and every succeeding governing political party should endeavour to respect and treasure civil servants if they are to succeed in delivering to the country according to their manifestos, Isaac Mwanza has advised.
Mr Mwanza has advised political parties that shall have the privilege of forming government to resist the temptation of mass-firing civil servants because they are the fulcrum of government in delivering and implementing developmental programmes.
Mr Mwanza, a governance activist and executive director of Zambia Civil Liberties Union (ZCLU) said in an interview that women were in the majority but do not support each other, hence their being less in numbers in positions of decision-making.
“We have a problem as a country but the Proportion Representation system will allow more women to hold senior positions in government,” he said.
Mr Mwanza said civil servants were the ones running governments everywhere in the world while politicians were merely providing policy direction.
“Do not fire civil servants once you form government. They are the heart and engine that runs government. They are dependent and they are experienced. Let us treasure our civil servants,” he said.
Mr Mwanza said each time there was change of government, there would be a 180 degrees turn by way of firing experienced and dedicated public servants.
He also appealed to President Hakainde Hichilema to tone done on his rantings against the opposition and advise his ministers not to be power blind because the true owners of power were Zambians.
Meanwhile, Mr Mwanza believes President Hichilema is on the right path to call for constitutional amendments.
“There is need for consultation again over the constitution. Bring people and all stakeholders again. We need to agree,” he said.
