THE Zambian Civil Liberties Union (ZCLU) has cautioned the public and other stakeholders against being over expectant and excited with the proposed Public Gathering Bill.
Isaac Mwanza, the ZCLU executive director says the main challenge was not merely the existence of the colonial Public Order Act but rather the inconsistent and often unjust enforcement of the current laws.
