ZAMBIA Wake Up Party president Howard Kunda has proposed that the management of the Constituency Development Fund (CDF) be placed under the office of the Member of Parliament rather than through local councils.
Mr. Kunda argues that the current decentralization framework is ineffective due to the limited involvement of MPs in the management of the fund.
He has called for capacity-building initiatives within constituency offices nationwide to facilitate a transfer of CDF oversight from councils to MPs.
He further notes that CDF was originally intended for use by Members of Parliament and not councils, which he claimed currently lack the capacity to manage the fund effectively.
