A RESEARCH Professor Lewis Chilufya has challenged Constituency Development Fund (CDF) committees and local authorities to put in place pragmatic modalities to ensure there is no interference in the implementation of CDF projects next year.

A recent survey by the civil society organisations Decentralisation Alliance Network (CSO-DAN) on the implementation of CDF projects has revealed the existence of interference in the selection of Ward Development Committee (WDC) members in some constituencies, thereby negatively affecting implementation of projects.
Prof Chileshe has noted that CDF implementation has been successful in constituencies where politics does not take centre stage while politicking in some constituencies has affected implementation of development projects.
Prof Chileshe says it will also be prudent to amend the CDF guidelines to allow for the financing of the administrator of the Ward Development Committees and ensure the WDC members are given allowances to avoid corruption.
