FORMER Konkola Copper Mines (KCM) provisional liquidator, Milingo Lungu, has filed an appeal in the Court of Appeal against the Economic and Financial Crimes Court (EFCC) ruling that it has jurisdiction to determine the matter in which the Director of Public Prosecution (DPP) has applied for the forfeiture to the State of US$40 million deposited in his accounts.
