Dr Bulaya said Government needed to sensitise farmers before the actual implementation.
He said the government was too quick to actualise the project and it may fail to achieve its intended purpose.
Dr Bulaya said many farmers may not appreciate the project because of lack of knowledge on how they will access the facility.
He has urged the government to quickly roll out the sensitisation especially in rural areas as it is obvious they have no knowledge about the project.
In an interview, he said the project will be successful once the issue he has addressed is tackled as soon as possible.
Meanwhile, Dr Bulaya said the project’s objectives are well set in terms of advancing small and medium farmers to increase in maize production.
He said Zambians are relying on the Minister of Agriculture to drive the agenda on making sure that the project is put into effect and also boost the agriculture sector.
