GARRY Nkombo has apologised that it was a terrible error of judgement on his part when he advised property and business owners in Lusaka’s Central Business District (CBD) to paint their buildings using Decotex Paint which had offered a 20 percent discount on their paint.

Mr Nkombo, the Minister of Local Government and Rural Development, Gary has clarified that government had not instructed business and property owners in Lusaka’s CBD to buy exterior paints from Decotex Paints Limited.
Mr Nkombo has since withdrawn the circular in which it was asking property owners in the Central Business District (CBD) to buy paint from Decotex Paints to paint their buildings.
He said said government had withdrawn the circular because the mention of Decotex Paint had been misconstrued that property owners were being instructed to buy their paint only from the named company.
Mr Nkombo said a new circular has since been issued without the mention of a specific company as it was deemed unfair business practice.
On Thursday, Mr Nkombo issued a circular to business and property owners instructing them to paint their buildings mentioned Decotex Paints Limited, which said had offered to partner with the Ministry of Local Government and Rural Development by offering discounted prices for their exterior paints.
“I want to indicate that it was a terrible error on my part to mention a company called DECOTEX Paints who offered this discount on exterior paints as this has been misinterpreted as an instruction for business and property owner to procure the said paints from this company, which is not the fact,” Mr Nkombo said.
He, however, said this did not affect the instructions to the business property owners to clean up and paint their exterior walls for the buildings.
