A WITNESS has told the Economic and Financial crimes court that former Ministry of Health Permanent Secretary for Administration Caroline Kakulubelwa Mulalelo was not a member of the ministerial tender committee in a matter she’s accused of not sticking to procurement guidelines during the purchase of 50 ambulances.
