The State is planning to formally arrest former First Lady Esther Lungu and charge her with an offence of motor vehicle theft after last week’s debacle at which heavily-armed police officers with armoured vehicles raided the residence of former President Edger Lungu and attempted a break-in in search of his wife, Makebi Zulu has disclosed.
