FUEL TANKERS STRANDED

A FUEL crisis is looming as hundreds of tankers are stranded at the borders following new taxation measures introduced by government.
Oil Marketing Companies Association of Zambia (OMCAZ) President Dr Kafula Mubanga said the reintroduction of fuel Levy at the point of entry has affected supply as OMCs did not provide for their fuel procurement plans.
About 1, 000 fuel tankers are marooned at borders awaiting clearance and guidance following the expiry of the Statutory Instrument Number 5 and 77 on December, 31, 2021 which triggered the reintroduction of fuel levy by the Zambia Revenue Authority (ZRA).
The Oil Marketing Companies Association of Zambia has since called on Government to consider extending the fuel import waiver expiry date to enable its members to plan fuel procurement supplies and logistics in advance and achieve a stable fuel supply position.
Dr. Kafula Mubanga said the appeal follows the expiry of the Statutory Instrument Number 5 and 77 on December 31, 2021.
He said it is important for Government to harmonise these issues in line with the Energy Regulations Board price build and extend the waiver expiry date.
Dr. Mubanga said close to 1, 000 tankers are marooned at the borders awaiting clearance and guidance from ZRA and this logistical delay in the supply chain for petroleum products will affect product availability in the service stations and this will compromise fuel stock security in the country.

He said some service stations on the Copperbelt and other areas have started running dry and this is likely to cause panic buying for fuel and create fuel supply insecurity in the process.
Dr. Mubanga warned that this will consequently cause some OMCs to put their procurement orders on hold waiting for Government policy direction on import waivers and this will affect fuel supplies.
