Thu, 06 Jul 2017 08:39:02 +0000 By JUSTINA MULENGA PRESIDENT Edgar Lungu yesterday evening declared and signed statutory instrument proclaiming that a situation exists which, if allowed to continue may lead to public emergency. This means that a number of rights may be suspended but the extent will be known after the statutory instrument is released today. The declaration follows a spate of sabotage and arson incidents involving public institutions and installations including ZESCO power pylons and powerlines that have been sabotaged. “This is not an easy decision to make, but in order to preserve peace, tranquillity, safety of our citizens and national security, we had no choice but to take this decision given the events that have occurred in the recent past,” he said.
