NOPAFA official charges that planned FAZ AGM is illegal

IT will be illegal for FAZ to hold its annual general meeting on March 31 before elections at provincial level are conducted as per constitutional requirement, Northern Province Amateur Football Association (NOPAFA) official Michael Chimponda has charged.
Chimponda said according to the new constitution which was adopted last year, each regional league is supposed to elect four representatives with a voting right at all FAZ AGMs.
He stressed that the constitution under which the March 31 AGM would be held states that the council must be composed of 130 delegates and 90 votes.
Article 21 .1 (d) states : 40 delegates representing the regional leagues who shall have 40 votes distributed equally among the regions with each region represented by four delegates and four votes,
“It is surprising that FAZ has sent a circular of the forth-coming AGM when elections at provincial level have not be held. When I wrote to FAZ over the matter, the general secretary Ponga Liwewe said the executive committee will on February 26 meet to discuss the matter which I feel should have been done last year,” he said.
He challenged FAZ president Andrew Kamanga to set the date for provincial elections before the 21 days’ notice elapsed.
He said FAZ delayed the process because it allegedly did not like some of the people that would be candidates in the provinces.
Chimponda said the expulsion case of Richard Kazala and Blackwell Siwale must be on the FAZ AGM agenda following the guidance of the Court of Arbitration for Sport (CAS) compelling the association to relook the matter.
He said the duo should be allowed to defend themselves before the councillors who elected them into office.
Both Kamanga and Liwewe could not be reached for a comment.
