NICKSON Chilangwa, the Kawambaw Patriotic Front (PF) Member of Parliament on Friday told off second deputy Speaker Moses Moyo that Parliament was not his house where he could change rules willy-nilly and subject the lawmakers to pander to his whims and caprices.
