By ANDREW MUKOMATHE UPND in Southern Province has been elated with the direction President Hakainde Hichilema has taken in restructuring the defence and security wing, particularly the Zambia Police Service.Provincial spokesperson, Neto Halwabala, observed that the structural changes in the Zambia Police Service were long overdue.Mr Halwabala said the most important and inspiring decision was to relive the Provincial Commissioners of Police whose allegiance to the Inspector General of Police became problematic as they were also Presidential appointees.“Indeed it is a new dawn and freedom is here.
