Mr Bilumba has called on all Kanyama residents to desist from throwing litter carelessly. The councilor said the residents were dumping waste anyhow in the community especially those at market places. He said the act was very disappointing and that by-laws were being enforced on those found wanting. “We have ward development committees in charge but it seems they are not doing their job,” he said. Speaking to Daily Nation in an interview yesterday, Mr Bilumba said the residents had been avoiding payment of the garbage collection fees to the Community Based Enterprises CBEs and resorted to hiring men with wheelbarrows to do it for them.
