Shop owners in the area apparently collect the condoms from the clinics and other outlets, thereby creating an artificial shortage, forcing residents to buy at inflated prices. Siavonga has among the highest prevalence rate of HIV/AIDS at 14.9 percent but which some organisations working in the area put at more than 16.5 percent. The development has raised some concern among locals who say it was negatively affecting the fight against HIV/AIDS and birth control in the area.
