Mr Mwinsa said the ‘Black Friday’ campaign was aimed at pressing Government to address challenges facing the local authorities, especially the need for Government to centralise the payroll system of all council workers around the country. “The ‘Black Friday’ campaign also seeks to press Government to increase funding to councils to enable them improve service delivery and conditions of service for their workers,” Mr Mwinsa said.
