Mr Ngulube said corruption at the council was skyrocketing as some councillors had made a cartel by embarking on demolishing houses and selling plots to the highest bidder. He described it as unfortunate, saying officials should not carry out illegal activities in the name of the council. He wondered why a planner at the council who was not a surveyor would go about demolishing people’s houses, demarcating and putting up beacons and selling plots despite the Minister of Lands and Natural Resources Jean Kapata having suspended the licence.
